Define CMSME credit. How can banks ensure inclusive financial growth through CMSME financing?

CMSME stands for Cottage, Micro, Small, and Medium Enterprises. Bangladesh Bank has defined CMSME credit in its CMSME Credit Policy and Programme to promote inclusive economic development across all segments of society.

Bangladesh Bank Definition of CMSME

Small Enterprise (Service/Business)

Investment between Tk. 5 lakh and Tk. 2 crore. Employs 16–50 workers.

Small Enterprise (Manufacturing)

Investment between Tk. 25 lakh and Tk. 5 crore. Employs 16–50 workers.

Medium Enterprise (Service/Business)

Investment between Tk. 2 crore and Tk. 30 crore. Employs 51–150 workers.

Medium Enterprise (Manufacturing)

How Banks Ensure Inclusive Financial Growth through CMSME Financing

Mandatory CMSME Lending Target

Bangladesh Bank requires all commercial banks to disburse at least 25% of their total loans to the CMSME sector. This ensures a significant flow of credit to small and micro businesses.

Cluster-Based Financing

Banks identify CMSME clusters — geographic areas with a high concentration of similar businesses. Cluster-based lending reduces appraisal costs and increases outreach.

Simplified Loan Process

For loans below Tk. 25 lakh, banks use simplified application forms and relaxed documentation requirements to reduce the burden on small borrowers.

Collateral-Free Loans

Bangladesh Bank allows collateral-free loans for CMSME borrowers up to a certain limit, with the Credit Guarantee Scheme (CGS) providing a partial guarantee to the bank.

Women Entrepreneur Financing

Banks are required to dedicate a portion of CMSME lending specifically to women entrepreneurs at preferential interest rates.

Refinancing Schemes

Bangladesh Bank provides refinancing windows for CMSME loans — enabling banks to offer lower interest rates by accessing Bangladesh Bank’s subsidised funds.

Priority Sector Recognition

CMSME loans are classified as priority sector lending. Banks receive regulatory benefits for meeting their CMSME targets.

Employment and Income Generation

CMSME financing creates jobs in rural and semi-urban areas, generates income for low-income households, and reduces economic inequality.

Financial Inclusion

By reaching borrowers who lack access to formal banking, CMSME financing brings unbanked segments of the population into the formal financial system.
