How is the Asset Liability Committee (ALCO) of a bank formed? Briefly describe the responsibilities of ALCO.

ALCO Formation

ALCO is formed by senior officials of a bank. It is usually headed by the CEO or Managing Director (MD). The committee includes senior officials from Treasury, Credit, Investment, Resource Planning, and other important departments. The Board of Directors provides overall supervision of the bank’s activities.

Responsibilities of ALCO

(1) Interest Rate Strategy: ALCO reviews changes in interest rates. It decides the bank’s approach to lending and deposit rates based on expected market conditions.

(2) Liquidity Management: ALCO monitors the bank’s liquidity position. It ensures that the bank has enough funds to meet its obligations and follows the required liquidity limits.

(3) Balance Sheet Review: ALCO reviews the bank’s assets and liabilities. It decides the appropriate maturity structure and the proper balance between assets and liabilities.

(4) Risk Monitoring: ALCO monitors the bank’s exposure to market risks, especially interest rate and foreign exchange risks. It ensures that these risks remain within the approved limits.

(5) Capital Management: ALCO monitors the bank’s capital position. It helps ensure that the bank maintains sufficient capital and uses its capital properly.

(6) Funding Mix: ALCO decides how the bank should raise funds. It considers different sources of funds, such as retail deposits and wholesale funding, and fixed-rate and floating-rate funding.

(7) Review of Decisions: ALCO reviews whether its previous decisions have been properly implemented. It also takes necessary actions if any problem is found.
